Eu council refuses to release acta documents

CaptSolo writes "The EU Council refuses to release secret Anti-Counterfeiting Trade Agreement documents, stating that disclosure of this information could impede the proper conduct of the negotiations, would weaken the position of the EU in these negotiations, and might affect relations with the third parties concerned. The Foundation for a Free Information Infrastructure requested these documents last week. FFII's response questions ACTA's secrecy saying: 'The argument that public transparency regarding 'trade negotiations' can be ignored if it would weaken the EU's negotiation position is particularly painful. At which point exactly do negotiations over trade issues become more important than democratic law making? At 200 million euro? At 500 million euro? At 1 billion euro? What is the price of our democracy?'"

Ken Imhoff's life changed the day he watched the movie Cannonball Run. It was after that cinematic masterpiece that he fell in love with the Lamborghini. Ken spent the next 17 years building his own version of the car in the basement of his home in Wisconsin. When he was done he realized he had overlooked one simple thing: a way to get the sports car out of the basement. An excavator had to be hired to slope his lawn and dig into his foundation before the car was towed out. Mr. Imhoff said, "I was like an expectant father watching it come through the wall. I was literally shaking and running the supposed plan over and over in my head. 'Have I overlooked anything? Is some of the wall going to fall on my work of seventeen years?... As the last blanket and car cover were removed I knew at that moment I had accomplished what I had dreamed about so many years ago and to see it sitting there in front of me was surreal. The next day we filled the hole in the basement with new blocks. In no time it was good as new."

Theora 1.0 released, supported by firefox

Theora is a free/open source video codec with a small CPU footprint that offers easy portability and requires no patent royalties. Upcoming versions of Firefox and Opera will play natively Ogg/Theora videos with the new HTML5 element , and ffmpeg2theora offers an easy way to create content. Theora developers are already working on a 1.1 encoder that offers better quality/bitrate ratio, while producing streams backward-compatible with the current decoder." Adds reader logfish: "Since its bit-stream freeze in June of 2004 there have been numerous speed-ups and bug-fixes. Although Nokia claimed it to be proprietary almost a year ago, nothing has been proven. So now it's time to help it take over the internet, and finally push for video sites filled with Theora encoded vlogs, blurts and idle nonsense."

Gfdl 1.3 is out, allows migration to cc

David Gerard writes "Version 1.3 of the GNU Free Documentation License is out (FAQ). This license is little-used, except on the #8 site in the world: Wikipedia. And this version includes special provisions to re-license wiki-based content from GFDL to the much simpler Creative Commons Attribution-ShareAlike license 3.0, as requested by the Wikimedia Foundation. Wikipedia plans to hold a public consultation process to decide whether and how to migrate to CC-BY-SA. The discussion is already running hot and heavy."

lamaditx writes "The world of the .NET framework is taken to the next level by the release of .NET 3.5. The intended audience of this book are experienced .NET programmers. There are no sections that tell you details about C#, SQL servers or anything like that. I don't recommend this book if you never worked on a .NET project and don't know how to set up a SQL database. You should be aware that the code is written in C#. You might use one of the software code converters if you prefer Visual Basic instead. I think the code is still readable even if you do not know C#. I appreciate the fact that the authors decided to use one language only because it keeps the book smaller. The authors assume you are using Visual Studio 2008. Maryland will scrap its $65 million electronic system and go back to paper ballots in time for the 2010 midterm elections. In Virginia, localities are moving to paper after the General Assembly voted last year to phase out electronic voting machines as they wear out. "The battle for the hearts and minds of voters on whether electronic systems are good or bad has been lost," Brace said. The academics and computer scientists who said they were unreliable "have won that battle."'"

The OS serves as the underlying foundation of the Azure Services Platform to help developers build apps that span from the cloud to the datacenter, to PCs, the Web, and phones. Cloud-based developer capabilities are combined with storage, computational, and network infrastructure services, which are hosted on servers within Microsoft's global data center network."

bednarz writes "Scientists have demonstrated what is being called the 'ultimate miniaturization of computer memory,' storing data for nearly two seconds in the nucleus of an atom of phosphorus. The hybrid quantum memory technique is a key step in the development of quantum computers, according to the National Science Foundation. An international team of scientists demonstrated that quantum information stored in a nucleus has a lifetime of about 1¾ seconds. 'This is significant because before this technique was developed, the longest researchers could preserve quantum information in silicon was a few tens of milliseconds. Other researchers studying quantum computing recently calculated that if a quantum system could store information for at least one second, error correction techniques could then protect that data for an indefinite period of time.'" Here's the NSF press release with pictures of the apparatus. They claim that this technique is promising because it "uses silicon technology" seems a bit of a stretch — the silicon the researchers employed was a painstakingly grown crystal of extremely high purity.

The article notes that the name "bgC3" derives from Bill Gates, catalyst, and the "third thing," neither Microsoft or the Bill & Melinda Gates Foundation. "Just months after his Microsoft farewell, Bill Gates is quietly creating a new company — complete with high-tech office space, a cryptic name and even its own trademark. Public documents describe the new Gates entity — bgC3 LLC — as a 'think tank.' It's housed within a Kirkland office that the Microsoft co-founder established on his own after leaving his day-to-day executive role at the company this summer ... However, bgC3 will also oversee Gates' personal pursuit of breakthrough ideas in science and technology. [An] insider said the goal isn't necessarily to create new companies, although ideas could be passed along to Microsoft, the Bill & Melinda Gates Foundation — or others — as it makes sense ..."
